A cursory search of the Joomla Extensions Directory shows that there are about 1717 extensions listed. When searching for various licensing the following results show up:

1395 are GPL (81%)
285 are commercial (16%)
46 are donationware (3%)
The remaining are open source or other free licenses.

The math doesn't quite add up in the directory (since an extension can only have one type of license, right?) but it'll serve its purpose for this discussion.

Doesn't the overwhelming choice of the GPL license by 3PDs at the present time indicate a huge success without enforcing any compliance whatsoever?

Yes, which is why the team has said that the focus is on helping the remaining developers come into compliance rather than on punitive actions agains those developers. It is why the team has taken a go slow approach, offered assistance and done things like leave the proprietary extensions in JED.  And remember that "commercial" is not really a license. We hope that once the dust settles and people have time to figure out approaches that work for them, those commercial components will also become gpl compliant (if they aren't already).
