Now that you obviously want to get rid of "Site name" (http://forum.joomla.org/index.php/topic,176696.0.html , http://forum.joomla.org/index.php/topic,181294.0.html) - I still think that that is really a "not-that-good" decision; even if it should be bad for SEO, it's 1) good for bookmarking and 2) No page title -> website looses identity besides URL -  you should probably remove "Site name" from the installer, global config and config.php-dist. Btw: it's still used in backend...

Last desperate try: Please re-add "Site name"!  (no plugin - by default... maybe make it switchable in global cofig?)
If not, then please give some good reasons why you remove(d) it (Why do these sites use it, if it's bad for example?) and also look after the remainders if possible... :|

Don't want to sound harsh or annoy you etc., but this really doesn't feel reasonable somehow and probably needs fixing in both cases...

The sitename is still used in for example the newsfeeds that 1.5 generates. We are not planning to remove the setting. Adding it back to the page title is not the hard, it requires a small change to the code or the creation of a simple plugin that does this for you. Based on the SEO feedback we have received we are not planning to re-add the sitename to the page title by default.
