Usually, you would find them on the specific language community sites or/and on Forge.
http://developer.joomla.org/sf/sfmain/do/home
Then do a search for French (top menu)
http://developer.joomla.org/sf/projects ... ranslation
then click on the File Releases button
http://developer.joomla.org/sf/frs/do/v ... lation/frs
joomla!french ( http://developer.joomla.org/sf/frs/do/l ... ench_1_0_0 ) lets you access to the necessay files for joomla! 1.0.x series.

thanks for the directions they guided me well. Although at first I though I had a problem uploading and installing the language pack until I realized that I had to unzip it before I installed.

thanks again.

Thank you!
Among other places
Except the very obvious one  :)
the whole thing with CMSs is becoming like a jungle. Not every one is a developer. Are you forgetting the idea behind CMSs ? simplicity. You know, "people doesn't have to know any coding" and things like that.. well even finding addons & hacks sould be easier. How about having a link from Joomla.org to a single page with all downloads/direct links to all addons? I'm aware that most addons come from third parties.. but it doesn't hurt to put links to these on the main site..
I know, the team is doing a great job and we shouldn't complain too much  :)

We are exactly preparing what you ask for! :)
A directory for extensions.
A listing of Translation Partner Sites
A listing of available Language packs

Can't be a single page though... ;)
