I'm not aware of the existance such an image. But then again, there's lots of things I'm  not aware of ;)

Seriously, I don't tink that something an 'official' translation partner exists. Have you seen such an image somewhere?
There are translation teams, but I believe they're working on the translation of Joomla's core.

Official translation partners do exits, we are one one of them. In addition to core files we transtalate and co-ordinate the translation of 3rd party components plus we provide  manuals, tutorials etc. If you need more info about translation organization please contact infograph768 (http://forum.joomla.org/index.php?action=profile;u=14)  or your local official translation partner.
