Can anyone tell med the difference, and what the following tags in the xml file for a language is.

The first is
mosinstall -> name

And the second is
mosinstall -> metadata -> name

- The first one is the standard name attribute that defines the name of the package and is used in the different managers.
- The second one is only used for the language metadata and defines the actuall name of the language used in the language selectors.

U could argue that there is not a need to have both.  In coding terms it's easier to have both, maybe that can be a reason to have them ;)

Is there some rules about which one should be in english, and which one should be in the native language? Or both english/native?

All text in the xml files should always be in english (eng_GB). Translations to other languages should always go in an ini file.
