Hi zahoorsolangi - and welcome to Joomla! community forum  :)

Sounds great that you have interest in translating Joomla! into Sindhi language.

You can start by translating frontend language of latest stable release 1.0.13.
In the folder /language you can find the 3 files to translate: english.php, english.xml and english.ignore.php.
Make a copy of these files and save them as sindhi.php, sindhi.xml and sindhi.ignore.php
When translating the php-files you will have to translate the text at the right like example marked in bold below:
DEFINE('_LANGUAGE','en');
DEFINE('_NOT_AUTH','You are not authorised to view this resource.');
DEFINE('_DO_LOGIN','You need to login.');
When done translating, then you can zip the 3 files in a zip named something like: Joomla!_1.0.13_sindhi_frontend.zip

When thats in place I would suggest you to create a Sindhi project at http://joomlacode.org
Then you could submit the translation to be listed in Joomla! Extensions Directory: http://extensions.joomla.org

Joomla! 1.5 translation:
If you then want to translate Joomla! 1.5, then you can send me a pm and ask to join the Translation Workgroup.

Any questions still? Then feel welcomed to ask  :)

Notes:

Sindhi has to be a utf8 encoding and utf8 charset. Save php files as UTF8 NO BOM. xml file should be encoded iso-8559-1 for the 1.0.x joomla version.
Please also specify if your package will be the derived Arabic script or Devanagari one in the title for the language files and headers.  :)
ex: sindhi_arabic.php, etc.
