I am interested to build Oriya-india language, so will any body guide me how to and what is the process to make ?

If you can enter Oriya glyphs on your PC (you may need a specific keyboard layout), then you are set.
You just need to use the Language Manager component on the last version of Joomla!™ and start translating the strings.

It is important to notice that, unhappily, many OSes can't display Oriya correctly.
