How Locale affects Joomla?

Hello,

Does Locale codes inside xx-XX.xml file any affect on how Joomla displays Dates,time,numbers format?

No, it does not.
In fact it did when we released the first versions of 1.5 until, if I remember well, 1.5.3.
It may still be useful though for people migrating from 1.0 in some cases.
We are taking this off the future 1.6 release.
