Welcome to the Joomla! forums.

Looks like we have a few Latvian languages volunteers these days!
I belive you should contact "jurisa"  (http://forum.joomla.org/index.php?actio ... le;u=22713 )and see how you could could coordinate your efforts.

language translation is very much depending on the Joomla! version you want to work on.
If it concerns version 1.0.7 and up, it is pretty straightforward:
Just make a copy of the english.php, english_ignore.php and english.xml files which are  in the root language folder, rename them to latvian.php etc.
Then edit the content to fit your language (you have to choose the right encoding for Latvian) and save with that encoding.
When a new version 1.0.x version of Joomla is available, check for changes and add as necessary.

If it concerns 1.1. You have to download alpha2 or, better, the svn (see related posts).
Encoding is utf-8. Language folders are in the Installtion, Administrator and root folders.
The language files have a .ini suffix. Translate and save in utf-8.
the xml file is in ISO-8559-1 encoding. Please keep it.
prefix for the language folder and files for latvian may be found here:
3 letters Iso code for the language followed by a 2 letters Iso code for the country.

Language codes (3 letters)
http://www.id3.org/iso639-2.html

Country codes (2 letters)
http://www.iso.org/iso/en/prods-service ... t-en1.html

Keep us posted.
regards

Here is a latvian translation done by me for Joomla 1.0.7., but it's good for 1.0.8 too.
This is by no means an official translation (created for personal use in mind), so use at your own risk. ;)
I used charset "windows-1257", because it's the de facto standart for content in latvian language (and causes less trouble than iso-13 or utf when viewing web pages).

You can see how the translation looks at my website - http://piparmetra.net

cheers!
