When Joomla will be multilingual?

Hello development team!

I'm very like Joomla CMS.
But Joomla have one minor thing - Joomla is not multilingual CMS!

All modules such as MamboFish etc. are not excellent solutions for this issue.
I think, a multilingual interface should be integrated into core of Joomla!
If you make it in the next releases, Joomla will be 100% choice of websites owners!

Not only that, on some other languages there are debates about transforming content text from one charset to another "on-the-fly" (let us say cyrillic-latin schwitcher)

Could it be improved???
