Wait a minute....
Which version of Joomla are you using and which database collation have you got?

My suggestions were related to J 1.5.x not 1.0.
Joomla 1.5.x is full utf8.
joomla 1.0 is not. It can be hacked to be but nor entirely.

i use 1.5.14
as i said before i don't have any problems at my site.. only fireboard.

there's also a strange thing.

at top of the menu, Ç and ı is visible but if i try to write it looks as ? as i said.

Check your database collation, its tables collation and the table fields collation
They should all be utf8.
