Bad character display using mamblefish

Hello,

I have Mambelfish installed correctly and working with Joomla 1.03. I am using English and French language packs. My only problem is that the french language does display special characters properly, like letters with accents. Instead it displays 1 or 2 random characters. I am not sure how to fix this because when i translate in mambelfish in the backend, the characters display properly.

The ISO's i ahve assigned for english and french are "en" and "fr" respectively.
