How to set encoding for a Back-end?

Hi,

I use Joomla with Mambel Fish with two languages installed, the first one is english and second is latvian i use windows-1257 charset for latvian on a front-side, but my back-end is displayed in UTF-8 i need to change that to windows-1257 charset, any ideas how this can be done?
