How do i create a multi-lingual site with Joomla?

Ive just installed Joomla! and installed two languages with the language manager. English and Welsh but how do i

a) create multilingual content e.g. articles stories etc.

b) how do i get my end users to choose which language they want to read the content in?

Much help would be appriciated

You need to add the Mambelfish component to Joomla, however I am not sure what version of Joomla it is compatible with but it works for the last version of Mambo.
