Anyone had this message? I got it recently a couple of times but the fault isn't replicable - next time I do the same thing, i have no problems. is this really a server issue or a joomla issue?

That is a server issue.
mod_slotlimit is an Apache module used to limit server resources.

Talk to your hosting service.
