how to unblock from joomla admin s email

how to unblock from joomla my email which had problem before from spammer without reinstall joomla? this email i can t use it as smpt in mail settings of the site and smtp of this email works good in other joomla site

I don't understand your post, possibly add some grammar, capitals and try again? Don't forget the people answering your questions aren't necessarily from the mobile phone generation and do expect to have a problem raised in understandable English. If you are non-English speaker then please forgive me and just try again and give a little more detail please.

Email accounts are normally configured at the host and not in Joomla.

i will tell you details and sorry for my english if you did nt understand me before.
i had problem in my email from spammer.my webhosting disable the email for this. i changed password to not send spams and my webhosting enable the email . but with this email or every email similar when i put it in global configuration it shows for example in joomla contact form:smtp error could not connect with smtp. these emails when i put them in outlook or in another joomla site works. also when i put gmail it works too. so this joomla site block this smtp host.
note: i overwrite all joomla files exept templates and installation folder but nothing happened

No, this is nothing to do with Joomla, this is the host configuration of email. Explain to the host that the email addresses are perfectly valid as they work externally but they are not being resolved correctly on the local server.

ok but i want to ask something. i had a similar problem but not with spammer and when i reinstall joomla it worked. i speak about smtp error
