chmod your Cache Folder and ALL subfolders to "777"
This will SOLVE your problem.
I know there are MANY threads SCATTERED around regarding this issue, so I figured, "one thread, one spot, DONE|"

Even better, remove cache folder and create again with the Apache user as owner (with extPlorer for example). Then set permissions to 755, and it will work fine.

I'm having the same issues. I've set folder permissions as suggested using Filezilla.
I've installed Extplorer (2.1.0RC3 because the com_joomlaeplorer 1.6.3 gave an error on installation saying that I would have to enable Legacy mode to use it. I'm using Joomla 1.5)
I've also looked in Filezilla and GoDaddy's file manager, which is almost identical to Joomla Extplorer, but I can see anywhere where there is an option to assign an owner to a file or folder.
In extplorer there is an owner column but it says 'n/a' for all items. The owner isn't even shown in Filezilla or GoDaddy's File Manager.
How do I set the owner of a folder, and who is the owner, exactly? GoDaddy? localhost? Apache? My IP address?

Hi whoopy .
Go to your website Hosting .
Open your File manager .
Then from your Admin panel select File or folder , then select change permissions . Then change permissions by selecting square .
