You've got your work cut out for you.

You will need to decide if the site and all the content is worth salvaging.
If it is a large site, and you can not recover and gain access, you will
need to recover the MySQL database and go thru the stages of upgrading
to 1.5, then to 2.5. It will take 2 migrations. Steps are available for
review in Joomla Docs.

Hopefully, you have a backup of the site elements. You may want to look
at the main files and config.php files and see if any major alterations have
been made. Replacing some core files with backup files often can get you
back up and running.

If it is a large site, I would first recover the database and
see if changes to the file can be detected, starting with seeing
if the admin has been changed or an additional user added.
