Error establishing a database connection

I get this error message "Error Establishing a database connection" Everything is correct in my joomla website 1.015 and on database: site Can anyone say, how can I solve this problem?

culprit may be hosting/server?

I have no problem on backend, just i get problem from frontpage?

No, I have check it. Thats another problem because on backend/admin face no any problem with character. When go to site you can see caharacter problem. I have from database also chose UTF8-general_ci or other same caharacter code but that is do not fixed problem. I have problem just on frontpage..
