What is this? I did some google searches and found out it is some sort of malicious spider.

If you put 208.223.208.181 into your address bar you receive -

I do not see the issue here...
It looks to me that it is a badly protected root folder for that server.
No index.html file lets you browse.

I googled for the exe file and it looks like it is a diver for a HewletPackard laser printer.

That was originally what I thought, I will do some more research on this... I already know this spider does not obey robots.txt.
