Does anybody know how to create the encrypted password for table jos_users?

Previously, before 1.13, one could simply MD5 the password and send that together withe the username and authenticate via a SQL question towards table jos_users.
To avoid that joomla get looked into one language one paradigm corner, I think some guidance in this matter would be nice and open source.

Has this issue/question been resolved ?

I need to do something similar in 1.5 for a postback page to enter a new user in jos_users table.
