When we raised the minimum supported PHP version for 3.3, we also announced that 3.2 would have six months of security support from that point. So until the end of October, any security issues that are addressed in 3.3 releases are backported to 3.2 and new releases of that branch are offered. I know that was publicized as I did a lot of writing around the 3.3 release and the raised PHP minimum.
As far as the LTS/STS issue, if you remember, in April we also announced a revised development strategy which changed some things, including the dropping of a x.5 LTS release. Unfortunately, those terms were used quite heavily for years and are still in use all over because there's a lot of documentation or web pages that need to be updated and there aren't necessarily good terms readily available to immediately replace them.
