Translate tag scattered about on Getting Started page

Translate tag scattered about on Getting Started page

I'm new to Joomla and was reading the Getting Started section, and when I came across the Getting Started with Templates page I noticed that <translate> tags are scattered about the whole page. For example:
<translate> Templates are managed with the Template Manager, which is located on the Extensions menu in the back-end (administrator) area of your site.</translate>
Is that supposed to be that way? Thanks.

I would think that all those <translate> tags need to be cleaned up and removed, no?

Apparently the backend is now working correctly. The English, Spanish and French versions are now available.
