Order list?

I have several pages in my component that will require sorting.

I have done this with the php function array_combine and succeeded several times but in one page I can't get it to work and I can't find what I am doing wrong...

Now I am thinking of doing this in another way...

In admin you can sort the items in a menu but I can't figure out how it works...

Does anyone have the skills to show me how to sort a list??
