Css 3.0

will joomla eventually have CSS 3.0 because i'm having problems with auto adjusting my backgrounds to different browser widths if someone can help bypass it it would be very nice ..... ;)

The choice of CSS version depends on how you implement CSS in your template.
and on the browsers of the people who visit your site: if their browsers don't support v3, then they won't be able to make use of it...
