æ ø å shows in content but not in header

æ ø å shows in content but not in header

I have a site where i am using norwegian language.

The problem i have is that the norwegian characters æ ø å is not displaying correct when using them in content TITLE. But they are displaying correct in the actual content.

Ex: Title: Velkommen til Mødrehjelpen
When i save this title, the ø converts to a ?

When i write the same text in the actual content, the ø are not changed.

I am using joomla 1.13. I have also tried to use another template, but the same happens with this one.

Any ideas?

If æ ø å is coded into the template these can be replaced with:
æ, ø, &aring,
