Do the language files have the extension .bz or .bz2? Bz2 is a type of compressed archive. Your host likely doesn't have the php extension necessary to uncompress them.  Either get the .zip version of the language file, or if the zip version isn't available, then unzip the bz2 files using using winzip, and then zip using either plain zip or gzip. If none of that works, then you can simply uncompress the BZ2 archive and upload the files in the /language folder using ftp. Winzip or Winrar should uncompress .bz files.
