Is there an addon for Joomla! which will allow registered users to upload pictures, videos, etc. and then have an admin review and publish them? Thank you.

Both Docman and Remository will let you upload media files.

Great! Both components have recently been updated to include SEF capabilities and also increased support for changing page titles etc... have fun with whichever you decide to go with!
