I've assigned "Special" access level to static content page and added the page to one of the menues... now how can I assign "Special" access level to my certain users...

Hi

Special access means for Super Administrators only.  On the backend, you can go to the user manager and change their access level.
If you are using Community Builder, then do this in CB's user manager.

Special is actually anyone with backend access (i.e. manager or above). So if you go to the user manager you click on the user and change her level, then save it.
