After login nothing modules don't show

After login nothing modules don't show

In order to see my website you have to login. Well when people login from a computer that has never logged into my website they get nothing. Meaning they login and hit enter key but the webpage looks the same. The user has to refresh their browser and then open an new web browser. Once then new browser opens, they can then login and hit the enter key and all of the modules are then available and the user can then use the website.

It's weird but I see students from all kinds in the district with this same problem. I'm using Joomla 1.0.0.12 and this has been happening since the first installation.

What could be the problem and the solution? Is it a cache problem?
