Restricted access and PHP magic_quotes_gpc setting is `OFF`

My clients ISP have moved their site to another server with different php settings and upgraded php, and result of that is my client web-site does not work any more.

On main web-page there is error "Restricted access"
and back-end is functional but there is error PHP magic_quotes_gpc setting is `OFF` instead of `ON`

ISP refused to change settings for magic quotes as it is not recommended any more and after next php upgrade (5.4) there wont be option to turn on magic quotes.

This is very old installation of Joomla 1.0.11 and old php version was 4.x and new version is 5.3.3.

Usually I would moved whole site to another hosting, but their domain is sub-domain of ISPs domain (co.me) and it can not be moved or redirected to any other hosting.

Joomla 1.0 does not work with php 5.3.

Your only option is to migrate to Joomla 2.5.
