According to the Road Map, PHP 5 will also be used to create a new framework awhile from now.

I encounter some problems with this software using it on PHP 5.04 platform. Before explaining my problems, I want to know if Joomla is tested on php 5.0. Thank you. |

Yes we develop and test n both PHP 4 and PHP 5 |

Most PHP 5 problems relate to the interactions of PHP and various MySQL versions. Not Joomla specific. |
