Joomla 1.0 restore into PHP5/MySQL5
Is it possible to restore a Joomla 1.0 site into a PHP5 MySQL 5 environment ?

yes, it is possible, if you are using cpanel, have a full tar backup and a friendly admin at your provider it can be restored in 5-10 mins

I run Plesk but nonetheless, I have full access to the server.
I restored the DB (no errors),
I copied over the files the the root directory
The domain isn't routed yet but I defaulted the domain to the IP (temporarely)
I addded a test.html page in the root and that file runs fine
I tried chmod'ing everything to 777 just asa test to see if security was a factor.
All I get is a blank page for both the admin and the frontend ?
Any thoughts ?
I'm pretty desperate here, i'm trying to help a client for a good cause and i'm sort left, well, blank!

Ah, I see you are asking a different question now. You have specific errors/problems whilst restoring on Plesk.
Under cpanel a full backup is generally restored in toto, the whole account being restored it means that everything will be exactly as it was so it will work. It sounds like you are extracting bits and pieces and restoring them and then expecting them to work.
Perhaps it might be wise to open a new topic with a more appropriate subject complete with all the details. You might then get a person with knowledge of doing a restore of individual components in Plesk.
