WAMP Server setup, sites no longer work

I've upgraded my local system using WAMP Server (Windows 7 OS). After installation, I copied all of my dbase files to the new location under the Wamp directory. I've also moved all of my site files to the new location directory.
When went to access one of the sites (http://localhost/testsite), it keeps coming up with this error:
"The connection was reset
The connection to the server was reset while the page was loading...."
So I tried accessing the site's admin (http://localhost/testsite/administrator). All worked fine! I can see my data, all of the admin, just fine! So why won't the font end of the site work?
I decided to try a fresh, new installation of Joomla. Voila! It works! I figured it was the configuration file that was the culprit, having trouble connecting to the data. But when I went into the site's configuration file, nothing seems to be out of the ordinary compared to the fresh installation.
So why won't the site load in the front end?
