Poll gives error when try to submit vote. It says cookies must be enabled.

Poll doesnt work. You can still se poll results.

Steps to replicate:
Just try to vote.

System info:
PHP built On:  Windows NT V8 5.1 build 2600

I have upgraded my test server (hosted ) and the Poll vote worked ok for me. Tried FF, Opera and IE - All OK
php 4.4.2
joomla 1.0.9 stable upgraded

Yes just checked there. I have cookies enabled. And I can see that in firefox... Just uploading to live site and then will see is there working.

So it seams something is wrong with my locale version so its deleted and replaced with new one :-)

I have the same problem with my upgraded 1.09 site, but not with a 1.08 site I have, and I am using the same browser, Opera, for both.

can you visit the joomla demo site and place a vote there?

Have you tried overwriting the j 1.0.10 files again? Several people have had issues where a file was not upgraded or missing when doing an upgrade.

The demo site worked fine (as do other sites I've installed).  I'll start overwriting files when I get the chance to do it in a controlled fashion (i.e. this is a hosted site...don't want to break it any more, accidentally).

I will note that commenting out a "return" in polls.php does stop the error, though it introduces the ability for users to vote way too often.  It isn't really a fix, but does point out an area for further experimenting when, again, I have enough time to look at it.
