where to report license fraud?

where to report license fraud?

Hi guys,
while surfing the net I have seen many different sides running joomla without the license in the footer.
I'm wondering if there is a list or email address where this sides can be posted or sent to.

For example this is a commercial side:

It is not an offence to not show the Joomla is Free Software footer in the site.

It is not an offence to remove the meta tag "generator" either

IT IS AN OFFENCE to remove the comments/copyright in the PHP files source code though.

Please check your facts before reporting things like this.
