i am planning to install Joomla together with a Simple Machines Forum, and this theme used by joomla's forum has attracted me greatly. is there anyone who can tell me where can i get this theme?

As far as I know this template is made only for joomla.org.

You would be able to create a template for SMF that mimiced the Joomla template.  That would require recreating the look-and-feel of the site without using any copyrighted material from Joomla.  Other than licensing it from the copyright holder that is your only option.

Be aware: is easy to give legal advice but not so easy to obtain a good one.

I saw some discussions about this issue and all the posts missed some legal cases that would be applicable (just do a research about covers, magazines, etc). My personal advice is be careful, stay informed, ask your lawyer before taking such decisions and, of course and this is the best advice I can give you, be always courteus and respectful.

We have continental law, common law, different jurisdictions and too many lawyers around ;)
