I want to know that is it legal to modify joomla and sell the cms to people as product ...

As i know a company in india which is selling it by saying that they have designed their own CMS and actually they are selling it as a part of package in INR 7000 .

Is it Legal ? as there is no link back to joomla and all ...

As if its legal anyone can make lots of money .....

The only thing you can not do is to remove the copyright notices from inside the files. I'm not talking about visible notices on the site itself but the lines in the code itself

ohkk , if these are present then anyone can sell the modified version of joomla to any person calling it his or her private property .
