globla configuration not working

This is what i get when i click global configuration.


Fatal error: Cannot make non static method JCacheStorage::test() static in class JCacheStorageCachelite in /home/content/c/o/n/connect33/html/libraries/joomla/cache/storage/cachelite.php on line 273

Is there a way to fix this?

Please give some details. Many times installing plugins and modules can bring this error. Which template are you using? Thanks!

I am using joomla 1.5. Also want to know if will lose files when i reload Joomla 1.5
