Before I (try to) answer...I will be writing a students guideline post describing all you need to know. This document is not started yet, just keep a close eye on this one.

Basically you need to be a student, knowledge of the Joomla! 1.5 framework or if you want to do a project that is Joomla! related (like JExplorer or JCode) you need to have skills on that area. And of course you need to have a project proposal that will be selected...

where can i find out the core framework details?

I've been working with joomla for a couple years now and this summer of code is pretty interesting, I would love to get involved, even if only for testing or evaluation purposes. I have been developing websites for about 5 years in numerous languages.
