When you take a look at Reporting -> Downloads Report -> Annonymous Downloads Per Release the table in whihc this data is stored seems to be messed up. Take a look at:

Not with much authority but looking at the graphs it appears to combine anonymous stats with non-anonymous stats. So if we take downloads by package it says 3.0.x was downloaded 357 times, 349 times by anonymous and a quick check at the bottom reports six more users who downloaded it a total of eight times which brings us to 357.
