I want to download:

But the file is 404 not found.

Could you pass me that file or solve the problem?

Most of the documentation from the dev-site can now be found in a more updated state at docs.joomla.org

The 'Developing a MVC Component' now has 6 parts and at bottom of page 6 you can find the latest com_hello4.
