COMPLAINT: update packages disappear down the rabbit hole

I don't know where else to get this message across, so it's going here. I find it extremely frustrating that update packages consistently disappear down Joomla's rabbit hole. Why can't they just be left up on the source code site?

i.e. can't find any update packages for 1.5.10 series.... :-\
