Show data from CSV/DB

Hello,

I need to show data from CSV file (or I can import it to the DB) and display it on screen.
There are to limits:

1. There are many rows in the CSV/DB. I need to use a query(?) to select single specific row
2. I need to force this data fetching (exec query) every 5 hours (to keep display updated).
