Vcard link not working via Manual Download

I'm setting up links to download vCard files (I'm NOT using the Joomla contacts component).
For some reason the links are opening up and displaying the content in the browser rather then downloading. I'm using Joomla 1.5.23 and JCE.

I've done this in the past with older versions of Joomla 1.5.xx with no problems. Any ideas?

After doing some testing i've figured out that:

- The downloads work in IE but not FF
- The download work across all browsers if JCE is not installed.

Any ideas are welcomed.
