How do you amend postage rules?

Currently I have my postage options set up but I have not done this and one rule has been set up wrong.
As you will see from here http://www.makeupdelights.co.uk/index.php the UK options are all showing.
I have how ever got a free postage rule set up but I dont want someone to buy something for 99p and get the postage free I only want this to become an option when they spend over a certain amount, how do I change this through the back end!!!

Sorry if this sounds a bit thick but I have not used joomla before and learning it as I go so any advise would be of help. :)
