Error! Could not find a Joomla! XML setup file in the packag

I am trying to install the Persian language module and getting this error...anyone have this issue? or does anyone have the XML file I can zip into the package?

Some extensions are double zipped (.zip file"s" inside of another .zip file).

Open the .zip file on your pc, if you see other .zip files inside
extract them to another folder to upload and install.
