suggestions for a new government r&d website

i am learning joomla, and i am planning to design a website for my organization, which is an R&D organization (under central government) . suggestions on how an R&D website should be are highly appreciable.

What features specifically are you looking for (not everyone here is au fait with what R&D is about ) Project Management, forums, comments, forms, gallery, are a few things I can think that might apply but it is all relative.

Our organization is a Research and Development institute, basically doing work in the field of chemical sciences. We are having various division related to fields, like organic, inorganic, chemistry. support divisions like Research Management, Business management, administration, stores etc also exist.
what i would like to know, is what to showcase about our organization.

Have you checked with the organisation to see what they want to achieve from the website? Is it to promote the organisation, just a presence, client log ons, etc... so many questions...
On this side, I saw a nice, simpel R&D Joomla site the other day which might give you some ideas to take back and start asking questions.

If you have a (small) budget you can try 99designs.com to have a design contest. There are many designers there with often good ideas. They will do research for you and deliver many designs.
