See the configuration page of the JCE editor.
Set the parameter "Use Template CSS" to "No" and define "Custom CSS file" to the main CSS file of your template.

Not sure if this is a question, but each template can have it's own CSS files, you can have one setting that will work with all of them.
What you can do is create your own CSS and use it on all your pages.

Yes it was a question. There are at least 6 css files and noticed most templetes have a template, css but not this one. So not sure which one to point to.

I use "templates/system/css/editor.css" because you can't get an exact CSS environment as the front-page any way so you need to preview the page to see how it looks.

No. Use that exact string ( templates/system/css/editor.css ). It will use an CSS from the "templates\system" folder.
