Lost editing tools when upgraded to Joomla 1.5.23

Just upgraded Joomla 1.5.14 to 1.5.23. When I went to edit an article, there were only basic editing tools available (less than half of what I hade in joomla 1.5.14) and although I tried to configure JCE 154 nothing changed. What went wrong how do I get all editing tools back ? HELP THANK YOU.

For the editor Tiny MCE, try the following:

Open the plugin Editor - TinyMCE for edit in the Plugin Manager (Extensions -> Plugin Manager) and set the parameter Functionality to Extended

although the upgrade is very much a different interface
